Hydrogen Synergies for Interregional Systems Integration
Project description
HySISI is a first-of-its-kind cross-border co-operation in the field of green hydrogen in Central and Eastern Europe, supporting the Interreg AT-HU 2021–2027 Programme’s Green and Resilient Border Region Priority.
It promotes sustainable solutions and knowledge exchange across sectors and public actors.
The project addresses climate challenges by promoting decarbonisation and strengthening energy security through local hydrogen production and storage, reducing dependence on imported fossil fuels while enhancing system resilience.

HySISI will develop a cross-border hydrogen strategy in Austria and Hungary including hard-to-abate sectors like steel, cement, chemicals and transport. These sectors are critical for regional competitiveness but require innovative solutions to meet climate targets.
By integrating hydrogen technologies, stakeholders can provide clean fuel, store excess renewable energy and reduce fossil-fuel dependence.
The initiative pioneers a collaborative framework to align efforts, share knowledge and speed up regional decarbonisation.
Beyond technology, HySISI pioneers a collaborative governance and planning framework, aligning regional policies, investment priorities, and technical know-how. Through joint planning, pilot actions, and stakeholder engagement, the project accelerates the scaling-up of hydrogen solutions and contributes to a more resilient, decarbonised cross-border region.

Project goals
- Conduct a baseline analysis of hydrogen: Systematically survey, compare, and evaluate demand, supply, infrastructure, and the regulatory framework in the Austria–Hungary border region.
- Develop a joint roadmap: Formulate a cross-border hydrogen strategy for the AT–HU region and translate it into a prioritized action plan that includes measures, a timeline, and responsibilities.
- Building the AT–HU Hydrogen Community: Mapping relevant actors and initiatives, establishing an active stakeholder community, and facilitating structured exchange through workshops and other collaborative formats—with significant contributions from WIVA P&G in networking and knowledge transfer.
- Define market and project options: Conduct regional market analyses and use them to develop actionable project and infrastructure concepts (e.g., clusters, applications, supply corridors) for follow-up projects.
- Consolidate and scale up cooperation: Establish long-term dialogue and governance frameworks, launch follow-up initiatives, and highlight results and opportunities using appropriate tools (e.g., an interactive project map).
